Why is the number of peak events limited to 30 per winter?

Under Rate Flex D, electricity costs more during peak periods.

To protect customers, Hydro-Québec has capped the number of hours at the higher rate at 120 per winter — the equivalent of 30 peak events.

If the number of events were higher, most customers on this rate would be at a disadvantage and save less overall. The 30-event limit was set to help maximize savings for the majority of customers.
