Which Hydro-Québec rates make you eligible for Hilo? 

To sign up for the Hilo service, you must be the account holder, co-holder, or authorized representative on a residential Hydro-Québec account subscribed to either:

  • the base rate (Rate D) with the Winter Credit Option 
  • Rate Flex D 

To order Hilo devices or receive financial assistance, you must: 

  • be subscribed to Rate Flex D 
  • remain on that rate throughout the agreement period 
  • agree to the applicable terms (Participant Agreement and/or financial assistance agreement) for a minimum of 12 months  

If these conditions aren’t met, you may be required to repay all or part of the credit balance and/or financial assistance received. 

If you signed up for Hilo before August 8, 2025, and are subscribed to the base rate (Rate D) with the Winter Credit Option, you remain eligible — as long as you agree to the applicable terms.
