Which Hydro-Québec rates make you eligible for Hilo? 

To order Hilo devices and/or receive financial assistance, you must have a residential Hydro-Québec account (as a tenant or homeowner).

You must also agree to keep Rate Flex D and comply with the applicable agreements (Participant Agreement and financial assistance agreement) for a minimum of 12 months. Otherwise, any credit balance and/or financial assistance received may have to be repaid, in whole or in part.

If you signed up for Hilo before August 8, 2025, and are subscribed to the base rate (Rate D) with the Winter Credit Option, you remain eligible — as long as you agree to the applicable terms.
