I have the beta solution. Why is the hot water outlet of my mixing valve blocked?

As part of the beta phase of Hilo’s smart water heater solution, mixing valves were installed to regulate the flow of cold water when water is being drawn (specifically, from the hot water outlet), thereby limiting the temperature of the water coming out of the water heater outlet and authorizing operation of the solution when the water heater is idle.
